Scipio Africanus is the very first character in the game that you’ll most likely level up. His stats, which increase maximum troop capacity and make him easy to level up, allow you to quickly start hunting high-level barbarians. This, in turn, provides certain bonuses for the player.

Paired with Boudica, he’s a great choice for the early game.

Once you unlock Martell, Richard, and other heroes, Scipio’s value drops sharply.

You can only use him later on if you need to send as many troops as possible to a rally. The combination of Scipio and Osman provides the maximum number of troops for a rally.
