How to Upgrade the City Hall in Rise of Kingdoms: Requirements for Levels 8-25 (2026)

In Rise of Kingdoms your player level is the level of your City Hall. The City Hall is the most important building in your city: no other structure can be upgraded above it, so it caps every building, the Academy and your hospitals — and therefore your entire power. The catch is that the game never tells you in advance which buildings you will need for the next City Hall level, how many resources to stockpile or what unlocks after the upgrade. What Each City Hall Level Unlocks
The key unlocks that make the City Hall your first priority:

Every new march queue is one more troop on the map: more gathering, more barbarians, more simultaneous event participation. That is exactly why levels 5, 11, 17 and 22 are the key development milestones.
City Hall Upgrade Requirements: Levels 8–25 Table
From level 3 up, every City Hall level requires the Wall of the previous level plus one or two extra buildings:

Knowing the requirements in advance lets you start upgrading the required building the moment the City Hall upgrade begins — the builder should never be idle. Build times grow dramatically: if City Hall 10 takes about a day, level 25 takes 126 days before bonuses. Alliance helps, runes, technologies and construction-speed titles are mandatory.

How to Level the City Hall Faster: Tips
- Never let the builder idle. Start long builds (Wall, City Hall) before logging off, short ones while you are online and your alliance is actively sending helps.
- The second builder. The second-builder scroll from the VIP shop is the best gem purchase for city growth.
- Use runes and titles. Before starting a big build, grab a construction-speed rune and ask the king for the "Architect" title.
- Research construction technologies in the Academy and the alliance — they cut the time of every level.
- Prepare resources in advance. From level 14 the City Hall demands millions of each resource type — hoard packs in your inventory and open them right before the start.
- Don't forget the Castle. It is not needed for the City Hall itself, but it is needed for rallies and for level 25: "Books of Covenant" come only from barbarian forts, the Wheel of Fortune and events — collect them from your very first days.
City Hall 25 and T5: the Game's Main Barrier
City Hall 25 is the city's summit, but the road to it and to T5 troops takes preparation:
- CH25 requires Wall 24, Trading Post 24 and a Master Blueprint — bought for 2,000 gems. Blueprints are also needed for the other level-25 buildings (16 structures in total), so save gems in advance. The optimal spending window is the "More Than Gems" event.
- Castle 25 is the longest requirement: about 5,000 "Books of Covenant". Speedups won't cover it — only regular barbarian forts with your alliance.
- Academy 25 requires every other building to already be level 25 — and it is where T5 troops are researched. T5 also needs fully completed economic technologies and the basic military branches.
- Keep in mind: maintaining T5 is expensive — healing 100k T5 fighters costs several times more resources (especially gold) than T4. Even "whales" use T5 selectively: in rallies and garrisons, while open-field fights are often done with T4.
What Players Say
Across the community (Reddit, 2026 guides) the City Hall advice is remarkably unanimous. First: "the City Hall is priority number one" — but not at the expense of hospitals and the Academy: players who rushed it then spend weeks catching up on technology and healing armies in tiny hospitals. Second: many regret learning the level-25 requirements too late — "save Books of Covenant from day one", otherwise Castle 25 will delay your T5 by months. Third: newcomers are told not to panic over 100+ day timers — with alliance bonuses, runes and technologies the real time is 2–3 times shorter than the table shows. And the classic: start City Hall upgrades during building events, so the same construction also earns you event rewards.
